Considerations about the development of the area date back to the 1930s and are closely related to the urbanisation of the town associated with the development of the factory owner Josef Volman. His plans to continue the development of the V Prokope housing estate never came to life due to the circumstances after the Second World War, yet the master plan historically considered the development of the site.

The design concept is inspired by the close connection with the landscape and respect for the environment, taking into account the growing focus on sustainability and energy self-sufficiency. The majority of the site area is designated as green space. Urban and public greenery is considered as so-called blue-green infrastructure, i.e. primarily subsidised by rainwater retained in the area in the vegetation substrate.  The incorporation of the proposed habitats should contribute significantly to improving the microclimate of the site and avoiding overheating. Another essential aspect of the landscape concept is the permeability of the site, linked to the reduction or elimination of road traffic on the ground.

The traffic circulation is entirely resolved in the underground parking connecting all the buildings, so that there is enough vegetated ground in the centre of the ensemble and the involvement of mature greenery is fully functional. The exits to the underground are located right at the border of the area, so that all above-ground roads and paths are completely residential in character, traffic collisions are eliminated and the safety of the residents’ movement is increased significantly.

The essence of the urban composition is the landscape. It is designed as an open, fully permeable area in which the apartment buildings are arranged informally without fences or front gardens, as if spread over an open green area of grass and green spaces. The public and semi-public space is defined only by the morphology of the terrain and the garden landscaping, in which pedestrian paths and the intervention of the IRS are embedded.

The houses are designed in a simple, contemporary style – as white blocks with wooden balconies in the corners. The design reflects environmental principles in both the overall design and technical details, and reflects the growing emphasis on sustainability, self-sufficiency and balanced resource management. Heating of family houses is planned with heat pumps (air-to-water or with ground collectors), and for apartment buildings with a gas boiler or a cogeneration unit with additional electricity production. The energy balance of both types of buildings includes the use of solar energy, mainly in the form of photovoltaic or thermal panels. Ventilation is designed as forced ventilation with heat recovery to reduce energy consumption. In the area of water management, the use of grey water after pre-treatment for flushing toilets is considered.
